Board approves O'Gara Park contract, skipping low bidder.

Spencer selectmen award O'Gara Park grandstand project to Paqcon LLC. The Board unanimously approved a $192,000 contract for roof repair, structural work, and upgrades, passing over a lower $154,000 bid after determining the apparent low-bidder had multiple active projects and several occupational safety violations. Utilities and Facilities Superintendent Mr.
Boria said the recommended bid remains below the $200,000 project estimate and is supported by both the project designer and the Parks and Recreation Committee. The Board opened the May 7 Town Meeting Warrant and is developing articles for a fire truck debt exclusion, ambulance debt exclusion, and Proposition 2 1/2 firefighter override. A National Grid utility pole installation hearing on Wall Street was continued pending more detailed pole location information.
