Spencer water board approves resident payment plans, $380,000 grant shift. The Board of Water Commissioners unanimously approved payment agreements for delinquent accounts at 52 and 53 Lake Street ($300 total) and 10 Bell Street ($432.46 balance), negotiated to be paid by month's end and September 14, respectively. In a strategic reversal, the board voted unanimously to use Town funds upfront for emerging contaminants pilot study and engineering work, with the $380,000 grant to reimburse the Town later.
The shift redirects the grant away from construction toward the engineering and environmental analysis needed to assess the department's water treatment capability.
